| In 1938 Marcelo Caetano visited the Azores and Madeira archipelagos. He was commissioned by the Portuguese government to perform a survey intended to provide a thorough information aimed to the purpose of preparing a formal statute ruling the administration in the islands according to the guidelines of a newly started political regime under Salazar’s leadership. The outcome of Caetano’s visit is twofold: a private letter addressed to the Home Affairs Minister with relevant information regarding Horta’s political performance and intrigue of rival members of the party «União Nacional» and an in-depth report on the social, economic and political situation of the islands. The author’s proposals were later incorporated in the law ruling the administration of the islands, following a centralized pattern in force under Salazar’s regime. |
